SUBJECT: Personnel Study

I have been asked by Senate Education Chairman Robert "Bob" Plymale to communicate to you the progress of the personnel study mandated by SB603.

Senate President Earl Ray Tomblin and House Speaker Richard Thompson have established a select committee to complete the study with recommendations due in December. Along with the West Virginia Higher Education Policy Commission, the Legislature has hired RMC Consultants to complete "Phase One" of the study. Phase One will deal with the classification, compensation and professional development issues, as well as human resources staffing recommendations for the Commission and Council central office.

The consultants have been meeting with all the various constituency groups to gather information, collect data and verify the work product of many of the previously established study committees.

Senator Plymale asked me to thank each of you who have contributed time to the study either by serving on committees, reviewing and/or commenting on reports or work products, making presentations to the Legislature, speaking with the consultants, or providing requested data.

He also asked me to let you know that the Legislature is committed to completing the study with the expected result being a much better system of personnel for higher education employees.
