Ms. Buttrick, Mr. Nebel and Ms. Backus conducted the elections. Elected officers are President Amy Pitzer, Vice President Jenny Fertig, Recorder Ellen Broudy. It was moved, seconded and passed to destroy the ballots.

FUTURE ACCE MEETINGS
Wednesday, August 9, 2000, 10 AM to 2 PM, Marshall University Graduate College (MUGC) (Set during Retreat)
Wednesday, September 13, 2000, 12:30 PM, WV State College, Institute Same date as Interim Governing Board meeting so that we may attend. Be responsible for your own lunch. Ms. Fertig will send out directions and other details.
Wednesday, October 4, 2000, 12:30 PM, MUGC Same day as HEPC meeting so that we may attend. Mr. Taylor will arrange for teleconferencing for both the August and October meetings.
Tentative HEPC Meeting Dates:
for year 2000 - July 21 (MUGC), August 23 (budget approval), October 4, November 8, December 13
for year 2001 - January 24, March 7, April 18, May 30
Tentative Interim Governing Board Meeting Dates:
for year 2000 - July 18 (WV State), September 13, November 29
for year 2001 - February 7, April 4, June 6
PROCEDURES FOR MINUTES
The Recorder will distribute a first draft of the minutes by e-mail to the Listserv within two weeks of the meeting for member input. Hard copies of the final amended draft will be distributed at the next meeting for further discussion and approval.
COMMITTEES
Following a discussion about the desirability and necessity of having standing committees of the ACCE, the following committees were established:

It was moved, seconded and passed that Ad Hoc committees may be established as needed and determined by the President.
LOBBYIST
There was discussion on the subject of a lobbyist for the ACCE: what is allowable or legal, how they might be paid, the need for someone who understands higher education issues. An ad hoc committee was formed to study and research the issue. Chair is Amy Pitzer, with Jim Darling and Jenny Fertig. ACCE members should give the committee any input they may have.
HEPC OFFICE LIAISON REPORT
There was further discussion with the Liaison about five Salary Schedule scenarios which she presented at a retreat session on July 10, 2000, particularly the cost figures. The ACCE asked the Liaison to convey to the Interim Chancellor that we would like to have more information about the Salary Schedules. Additional information and supporting data are available at the HEPC Human Resources office, and we may study it there.
The ACCE asked if salary figures were available for Faculty and Administrators as well. This information is not yet clear pending completion of peer institution study by the consultants.
ACCE asked if the HEPC intended to bring a Salary Schedule forward to the Legislature. The reply was that IF they do it will probably be the minimum market version (ie version 3 as distributed by the Chancellors in November, 1999) hopefully with cost of living adjustments. Even though this version was approved by both previous governing boards, it will have to be approved again by the HEPC.
ACCE requested "red-lined" data. Ms. Buttrick reported she does not yet have all the necessary input, but hopes to provide the information by the August 9, 2000 ACCE meeting.
The ACCE requested a fiscal note on the removal of the years-of-service cap on Increment Pay. This will be available in November, 2000.
The ACCE asked Ms. Buttrick if she had any information about a media article which said there is a $40 million PEIA surplus. She will check it out and report at the August meeting.
PERSONNEL POLICY REVIEW FOR HEPC
The ACCE reviewed Personnel Policies and listed them according to which we feel
should be statewide, which institutional, and which are covered by state or federal codes. This brainstorming session recapitulated the work done at the retreat, and generated a listing based on current state policies. The list will be sent to the HEPC as suggested by Ms. Buttrick. A copy of the document is attached.

A list of ACCE goals created during the retreat on July 10, 2000, is attached.
