MINUTES

The minutes of the August 9, 2000 meeting were reviewed. One section was unclear. It was moved, seconded and passed to table approval of minutes until later in the meeting when Ms. Buttrick would be present to provide clarification.

AUGUST 29, 2000, HIGHER EDUCATION POLICY COMMISSION MEETING

Ms. Pitzer reported on her presentation to the HEPC. Among other things, she asked the HEPC to monitor non-classified salaries. Most campus presidents and some Legislative Staff were present. Ms. Broudy, Ms. Mosser, Mr. Martinelli and Mr. Taylor also attended the meeting to provide support and help distribute handouts to HEPC members, Presidents, and the press. A copy of the table of items requiring immediate attention and ACCE goals is attached to the minutes. Ms. Pitzer expressed concern that the Presidents do not want a salary schedule. She encourages ACCE members to communicate with HEPC members. Informal feedback from both participants and audience members following the HEPC meeting was positive. Ms. Nichols conveyed compliments from PSC's President Rittling on Ms. Pitzer's presentation.

WEB PAGE COMMITTEE REPORT

Ms. Pryor has updated the ACCE web page. She asked ACCE members for links to their local newspapers and a brief explanation of committee goals. She also suggested a projects page, including the salary schedule and relevant bullets from the committees. ACCE members should share information about the site with their campus constituents.

HEPC OFFICE LIAISON REPORT

Ms. Buttrick announced that the new Interim Governing Board (IGB) member is Jane Peters.

Ms. Buttrick distributed the following handouts:

Ms. Buttrick added that there are no specific salary items in the HEPC budget.

The Legislative Sub-Committee on Restructuring Long Term Debt, co-chaired by Sen. Plymale and Del. Michael, met during the August Legislative Interim Meetings (though it was not listed on the Interim schedule) and addressed Sick Leave. This is a very vague issue datawise. Sick Leave is not a liability until it is used, so how is liability or potential liability determined? Ms. Buttrick said that the HEPC is monitoring the situation.

The Job Evaluation Committee (JEC) will meet by conference call on September 19, 2000, on four items. Having a quorum at the JEC meetings has been a problem. An additional Classified Staff member needs to be appointed. The Interim Chancellor needs to do this since the ACCE has no authority during the Interim year.

Ms. Buttrick anticipated a new Personnel Policy Rule as of July 1, 2001.

Ms. Buttrick will send copies of the HEPC budget narrative to ACCE members.

MINUTES REVISITED

Ms. Buttrick provided clarification on the questionable section in the minutes from the August meeting. It was moved, seconded and passed to approve the minutes as amended.

LEGISLATIVE AGENDA PLAN OF ACTION

There was discussion about how to cover the Legislative session. It was agreed that Salary Schedule and Compensation are the ACCE's primary concern, but the issues are confusing and uncertain at this time. We may need to be more general than focused if we don't want to limit our options. ACCE members will bring these confusing concerns to their campuses. Ms. Pitzer will ask Interim Chancellor Thralls to send her the HEPC meeting agendas, and suggested that each campus representative also ask their Presidents to share the agenda.

FUTURE MEETINGS

For the ACCE:

Dates for 2001 to be decided pending schedule for the Legislative session.

For IGB:

September 27, November 2, December 7, 2000, and January 11, February 21, March 28, May 2, June 6, 2001. Probably all at Erickson Center at WV State College.

For HEPC:

October 3, WV Northern Comm. College, November 8, 2000, Marshall University; December 12, 2000, MUGC; March 7, 2001, WV State College; April 25, 2001, WVU Health Sciences, Charleston; May 30, 2001, Shepherd College

ACCE members will attend the IGB or HEPC meetings that are held on their campuses.
