MINUTES
It was moved, seconded and passed to approve the minutes of the November 8, 2000 meeting as written. Subsequent to passage, a question about the meeting was brought up for discussion. As a result of the discussion, it was moved, seconded and passed to amend page 2 of the minutes.
LETTER AND POSITION PAPER TO HEPC
As a result of input from Classified Staff at WVU and MU, a change was made in the bifurcation section of the final version of the document so that it only a multiplier would be used to achieve peer equity. There was discussion of which "multiplier category" might apply to WVNET and the HEPC Office. Ms. Buttrick said that the peer multiplier would probably be removed from Classified Staff in the legislation. The JEC would still classify all positions.
Mr. Kaczor distributed copies of an evaluation and recommendations about the Mercer Classification system generated by the Staff Council at West Liberty State College (attached).
Ms. Buttrick distributed the following handouts:
Ms. Buttrick announced that Ms. Rena Cosby, who has been representing the Robert C. Byrd Health Sciences Center/Charleston Div, has been made a non-Classified employee and is no longer eligible to serve on the ACCE.
DISCUSSION OF SB 653 ENHANCEMENT LEGISLATION
We reviewed the document with Ms. Buttrick. A bill will need to be drafted based on what is approved by the HEPC as enhancement legislation issues.
We identified the following issues as areas of concern to be used as talking points if our input were sought at the HEPC Meeting the following day:

January 4, Thursday, 11 AM, MUGC
This could change if we are able to make plans to meet with Sen. Jackson. If he cannot meet with us on the 4th, but can during the week of Jan 22-26, at a time and place of his choice, we will meet then.
February 22, Thursday, 9:30 AM, MUCG, then go to Capitol
March 20, Tuesday, 9:00 AM in Capitol Cafeteria
April 12, Thursday, 9:00 AM in Capitol Cafeteria
May 30, Wednesday (tentative), time and place TBA (HEPC meets at Shepherd College that day)

Mr. Grimm attended PEIA hearing in Morgantown on December 6, 2000. He submitted a copy of his report (attached).
Interested and available ACCE members planned to meet at 9 AM on December 12, 2000, to attend the HEPC Meeting.

The following ACCE Representatives attended the HEPC Meeting for discussion of SB 653 Enhancement Legislation, Recommended Resolution: Ellen Broudy, Keith Kaczor, Zac Wycherley, Paul Martinelli, Jenny Fertig, Libby Nichols, Patty Vingle, Amy Pitzer, Linda Carney, Sandy Crist, Violet Mosser, Stephanie Neal.
Input was elicited from the ACCE. Ms. Pitzer, Mr. Martinelli, and Ms. Fertig spoke to item 13 under Governance (representation and term limits), and items 1 (Compensation and Classification) and 5 (Merit) under Personnel. Advisory Council of Faculty representatives were also present and spoke in support of our position on Governance item 13. Ms. Pitzer requested a copy of the language for item 5.
The HEPC passed a motion to revisit Governance item 13 in Executive Committee.
