MINUTES
It was moved, seconded and passed to approve the minutes of the March 21, 2001 meeting as written.
COMMITTEE REPORTS
Legislative Committee: Mr. Martinelli distributed copies of the photograph of the ACCE with Governor Wise which was taken by his office staff during the March 20, 2001, Legislative visit; copies of the April 19, 2001, The Mountaineer Spirit containing an article about the visit; and copies of the WVU Staff Council Brochure. June Interims will be June 10-12, 2001. Mr. Martinelli suggested that the Governor's Liaison Committee meet with the Legislative Oversight Committee on Educational Accountability (LOCEA). He reported that higher education classified staff are still "in the running" for an October 1, 2001, salary increase.
DIALOG WITH LEGISLATORS
Delegates John Doyle and John Overington, and Senator John Unger shared their ideas about SB703, off the record. There was extensive informative and productive discussion.
CHANCELLOR'S LIAISON REPORT
Ms. Buttrick distributed the following documents: In the Interim, Chancellor's Communiqué, Chancellor's Interpretive Memorandum 13, SB703 Summary, Classified Staff Salary Schedule, most current lists of ACCE and Institutional BOG Representatives. She gathered additional info to bring the representative list up to date. She will send ACCE Reps a comparison of the new and old grievance procedures and says there will be flexibility with grievance time frames during the first few weeks of the transition.
Salary increases are deferred until October 1, 2001. It is still unclear if Higher Ed is included in the $756 across the board raise. Salary policy guidelines will be approved by the Institutional BOG for any increases other than the $756. Regular reporting will assess progress. The Chancellor is very pro quantified performance appraisals. It is not yet known if new hires will come under the new salary schedule. Compensation and Classification have "bifurcated".
Personnel Policies: There is a Policy on policy development - a statement of intent to develop. Some policies will be kept in effect, others transferred to campus level, others wiped from slate. Ms. Buttrick will propose changes in leave accrual with excess days not lost until the end of the year rather than monthly.
Jim Winter is the new Director of Finance and Facilities.
The Chancellor will have training for the Boards of Governors.
Job Evaluation Committee (JEC): The Classified Staff vacancy on the JEC will not be addressed until the revamping of series 62. Physical Plant Job Family will be done by the current JEC with no changes in membership and a one year deadline. It is anticipated that the JEC will be restructured and smaller following the Physical Plant review. Concern was expressed by the ACCE that the Office Support Job Family review continues to be postponed.
There was a discussion of election guidelines and the ability of the ACCE to establish election guidelines.
HB2209 deals with sick and annual leave conversions and includes additional retirement credit.
FUTURE MEETINGS
Last Interim Governing Board Meeting is June 6, 2001.
The HEPC will meet June 29, 2001, probably in Charleston, and July 20, 2001 in Glenville.
The next ACCE Meeting will be June 28, 2001, probably in Charleston assuming HEPC meets there. Send agenda items to the Chair using the listserv and be sure to keep newly elected reps in the loop.
Retreat: July 29-31, 2001. It was decided to have a joint retreat with the Advisory Council of Faculty (ACF). Mr. Martinelli will make arrangement with their Chair and work on choosing a location.
Election of new ACCE officers will take place on July 29, 2001. Proxies to the retreat meeting will not be eligible to vote in election of officers.
OTHER
Bylaws and Constitution: Ms. Neal distributed draft bylaws for discussion via the listserv. Articles V and X will be expanded. The Chair thanked Ms. Neal for her work on the document.
Mr. Martinelli will pursue the Governor's Liaison Committee meeting with LOCEA.
The Chair is working with the Chancellor's secretary to arrange a meeting with him and the ACCE soon.
