CALL TO ORDER
Chairperson, Ms. Amy Pitzer from Concord University, convened the meeting at 9:07 am. She welcomed the two new ACCE members in attendance, Mr. Jared R.Tice from West Virginia Northern Community College and Mr. Nick Dean from the West Virginia School of Osteopathic Medicine. She asked the other ACCE members in attendance to state their name, the institution being represented and length of service at the institution as well as their length of service as ACCE representative.
Ms Pitzer proceeded to mention the various bills being followed by ACCE of which the most important was Senate Bill 480 which incorporated the recommendations from the Personnel Study which was mandated by Senate Bill 603 in 2005. Finally, Ms. Pitzer requested that the minutes recognize Delegate Jim Morgan from Cabell County for his willingness to allow ACCE to utilize the Government Organization Committee Room for the meeting. ACCE wishes to express our "thank you" to Delegate Morgan for such overture.
MINUTES
Ms. Pitzer asked Mr. Robert E. Long, Secretary from the West Virginia Higher Education Policy Commission, to report on the minutes from the February meeting that was held at Marshall University Graduate College. Mr. Long distributed copies of the minutes from that meeting. He reported that draft minutes were distributed via the ACCE LISTSERV on March 3rd. Since no comments were received, the current minutes should be identical except for the exclusion of the word draft. Mr. Kenneth Harbaugh from Shepherd University made a motion to accept the minutes. Mr. Paul Martinelli from West Virginia University seconded the motion.

OTHER BUSINESS
Ms. Pitzer, recognizing the learning curve that would be faced by the two new members in understanding and executing the duties of an ACCE representative, encouraged the new representatives to take advantage of the expertise of other ACCE members when issues are presented by either contacting individual representatives or by posting their issue on the ACCE LISTSERV. Mr. Harbaugh mentioned the power point presentations that have been developed by ACCE. He indicated that he would send those materials to the two new members. It was also mentioned that materials produced from the past Leadership Conferences would be of value in assisting in this effort.
Ms. Pitzer reported that the April meeting was scheduled for the thirteenth at Eastern West Virginia Community and Technical College. With the recent election of a new ACCE representative at that institution it was concluded that it would be unfair to place the burden on the new person to host an immediate meeting. Two other institutions, West Liberty University and West Virginia Northern Community College were promised the opportunity to host a meeting. Ms. Pitzer extended an invitation to Ms. Mary Ann Edwards from West Liberty University to host the April meeting and she tentatively accepted. Mr. Kenneth Harbaugh made a motion to hold the April meeting on the thirteenth at West Liberty University pending arrangements between the Chairperson and Ms. Edwards. Mr. Mike Dunn from Marshall University seconded the motion. Ms. Edwards indicated that she would provide logistical information once the date is secured.

Mr. Long advised the new ACCE representatives that the approved minutes are placed on the ACCE LISTSERV and encouraged them to share the minutes with both their Staff Councils and classified employees.
Ms. Pitzer reported that she had received a request to hold the May meeting at West Virginia University. It had originally been scheduled at Marshall University on May 18th. Mr. Mike Dunn from Marshall University was receptive to the movement in location. Mr. Kenneth Harbaugh from Shepherd University made a motion to hold the meeting on May 18th at West Virginia University. Ms. Deborah Cruse from Potomac State College of West Virginia University seconded the motion.
Mr. Paul Martinelli from West Virginia University indicated that he would provide logistical information prior to the meeting.

Ms. Pitzer reported that the meeting in June was scheduled for the fifteenth at Concord University. However, a change of venue to Marshall University is being considered. More concrete information on location should be available at the April meeting.
Ms. Pitzer reminded members that the annual ACCE Retreat will be held at Hawk's Nest State Park on July 26-28. She indicated that the Conference Co-Chairs are Ms. Ellen L. Moore from Blue Ridge Community and Technical College and Ms. Lee Ann Porterfield from Kanawha Valley Community and Technical College. Ms. Moore stressed the need for members to immediately contact the facility to finalize lodging reservations.
Ms. Pitzer reported that Senate Bill 480 was scheduled for 3rd reading on the House floor under the special calendar provisions.
Mr. Martinelli asked the question as to whether the provision encouraging use of tuition and fees to cover salaries was still in the bill. The response was affirmative. Mr. Dunn and Mr. Long provided updates on the major provisions of the bill. They reported that two new articles were added to to the main bill, personnel. One article dealt with research corporations and the other addressed flexibility for institutions. In some cases it extended certain flexibilities to all institutions and in other cases it rescinded certain flexibilities previously granted to Marshall University and West Virginia University. These provisions were amended on the Senate floor that resulted in Committee Substitute SB 480 and the substitute bill was passed and sent to House Education Committee. The House Education Committee approved a committee amendment and forwarded to the House floor with a recommendation for passage. This action avoided the bill being sent to House Finance which could have been costly with less that a week remaining in the session. Currently the full House is debating the House amendments. Further discussion on the bill continued until adjournment took place.
On a separate issue a question was raised regarding Step raises. It was reported that Step 15 can be exceeded providing an institutional policy is in place outlining how the process is to work. There being no further business to come before the members Ms. Deborah Cruse from Potomac State College of West Virginia University made a motion to adjourn. Mr. Fred Hardee from Bluefield State College seconded the motion. The meeting adjourned at 10:43 am.
