CALL TO ORDER
After Committee Meetings were held starting at 9:00 a.m., Chairperson Mike Dunn called the meeting to order at 9:30 a.m. and a quorum was established.
Approval of February Minutes
Mary Igo stated that approval of minutes would be postponed until the April meeting.
Liaison Report Dr. Shenita Brokenburr, Senior Director of Human Resources, WVHEPC and CCTCE
Dr. Brokenburr joined the meeting via phone. Ken Harbaugh asked Brokenburr if she was still going to be our liaison. She said yes, but for the time being she has been told to restrict her travel and focus on internal human resource issues at HEPC.
Dr. Brokenburr reported that the work of the Best Practices Committee will be released to ACCE members for comment. Shenita wanted to know how ACCE would like to see the chapters released. The majority prevailed that ACCE would like to view all the chapters at once with a 30 day comment period.
Brokenburr also reported on a call she had with Mercer. Shenita talked to them about whether the data from 2009 could be aged or if a whole new market study needed to be prepared. Mercer said their original contract with HEPC was to benchmark jobs, gather market data and provide sources of the research information. Mercer said the data shouldn't be aged over two years because the margin of error would be too great. Mike Dunn asked if the 2009 data would be released. Shenita said that Mercer told her its release should be limited, because it has not been analyzed and is therefore raw data. In its current format it may be hard to understand. Dr. Brokenburr also stated that Sheila Securo, WVU, was also on the phone conference with Mercer and said she was concerned that the firm had used national data for jobs that should have compared to local jobs. Mercer's reply was that they used an 8% difference for the geographic differential. Dr. Brokenburr wanted to know how much it would cost for Mercer to come to WV and talk to the stakeholders, Mercer told Brokenburr they were finished with the previous study and if they came back that would be a whole new project with a new study. Discussion ensued about future possibilities.
Committees Reports
Mike Dunn, Chairman, asked for updates from the committee chairpersons.
Leadership Conference and Retreat
Planning Committee - report by Ellen Moore, Blue Ridge CTC
Ellen Moore reported that due to a
scheduling conflict we would not be able to have the Leadership Conference at
Stonewall Jackson Resort. Fred Hardee, Bluefield State College, moved
that Ellen choose a new location from her
previous list of available locations.
The motion was seconded by Tim Beardsley, WVU at Parkersburg. Motion to
let Ellen choose the location unanimously approved.
Student Retention and Educate WV
Committee - report by Johnna Beane, WVU Health
Sciences Center - Charleston Division
Beane gave us a follow up report
on the survey idea from the February meeting.
After talking to the Chancellor it was decided that the survey was a
suggestion that should be brought before the statewide taskforce on student
retention. Johnna Beane also mention
that she would like to raise awareness of student retention through a
brochure/newsletter either in print on the web, she called for success stories of
staff initiatives to increase student retention be collected and sent to her.
Legislative Committee - report by
Ken Harbaugh, Shepherd University
Harbaugh reported that the
original SB 330 has been amended in the house to include language from HC
3017. Discussion ensued about those amendments.
Old Business
The April monthly meeting will be held at Eastern Community and Technical College.
New Business
Johnna Beane brought up an idea to bring the WVACCE together with College Presidents in a joint meeting. This subject was tabled until the next meeting.
Announcements
The West Virginia Advisory Council of Classified Employees would like to thank Marshall University Graduate College for kindly allowing us the use of one of their meeting rooms. There being no further business to come before the assembly, Ken Harbaugh, Shepherd University, moved that we adjourn the meeting. Tim Beardsley, WVU at Parkersburg, seconded the motion. The meeting adjourned at 1:00 pm.
